Ocean Rescue Teams with EMS to Revive Swimmer
Once again, the teamwork of lifeguards from Corolla Ocean Rescue and paramedics from Currituck Emergency Medical Services proved to be a life-saving combination. A timely joint response during a June 15, 2009 incident in Corolla resulted in the successful resuscitation of a swimmer who was in a state of cardiac arrest.

After being alerted to the situation, lifeguards pulled the person from the water and began administering the initial cardiopulmonary resuscitation. EMS paramedics soon arrived and executed further treatment, with continued assistance from the Ocean Rescue staff and Corolla Fire & Rescue personnel. After a lengthy and determined response, the team of Currituck responders revived the patient, who was eventually transported by Nightingale from the Corolla Fire & Rescue station with a stable pulse and respirations.

Special recognition is deserved by many involved in the rescue. These include, from Currituck EMS: paramedics Josh Nowicki and Julie Allen, and Captain Lee Morris; from Corolla Ocean Rescue: Division Chief Sylvia Wolff, Scott Simpson, Ricky Devenish, Adam Hess, Marc Mankowski, and Emily McAlpin, who was the first lifeguard to reach the person in the water; and several members of Corolla Fire & Rescue who aided on scene and with patient transport, including Chief Rick Galganski, and various Engine 61 and Rehab Team members, including Jeff Foster, Sue Taylor, Will Taylor, Barry Richmond, John Wemyss, and Sue Wemyss.

All Ocean Rescue lifeguards, EMS staff, and Corolla Fire & Rescue personnel are to be commended for their continued excellence in keeping residents and vacationers safe. These outstanding men and women truly save lives!

Extension Announces Garden of the Month Winner
Congratulations to Jan Gray of Carova Beach.

Garden of the Month Winner, Jan Gray

Homer giving advise.
Is it an Attic or
3rd Story?

I have been briefed on the 2009 Residential Code Commentary, found the following definition very interesting, and would like to share it with you.

STORY, ATTIC. Any story situated wholly or partly in the roof, so designated, arranged or built as to be used for storage or habitation. If an attic which is accessible by a fixed stairway has a 7ft. clear height for greater than 50% of the floor area of the story below, the space shall be considered as a story.

I’ll bet you’re wondering why I would even bring something like this up, no big deal, right? Wrong! If this space is an attic, then it is business as usual. But if the space is a third story, that changes a lot! For example, a pier curtain wall foundation cannot be used for a three story residential structure, unless it is engineered. Also, the footing must be 10 inches thick for three stories and the first floor framing must be a minimum of 2x4 studs (12 inches on center) or 2x6 studs (16 inches on center).

On some of the house plans that our Building Inspectors receive, it is impossible to determine if there is an attic space that meets the definition of a story,  so ole Handy is trying to head off potential problems for you. So, if your plans show a fixed stairway to the attic, do some calculations and make sure that it is not a third story before you pour that foundation.

I’m Handy Homer wishing you Happy Building!
